CSIRO’s EBM Framework for polymetallic nodule collection offers an adaptive, science-based approach to managing environmental impacts in data-poor, high-uncertainty regions like the Clarion–Clipperton Zone. Centered around an eight-step Integrated Ecosystem Assessment (IEA) process, which includes stakeholder engagement, ecosystem scope definition, indicator development, risk evaluation, and continuous monitoring. The IEA process blends qualitative modeling to predict impacts even with limited data. The framework also establishes clear “serious harm” thresholds that, if exceeded, trigger operational adjustments or shutdowns, and emphasizes transparency through ongoing collaboration with scientists, regulators, industry, and communities to ensure accountable and effective management.
